world's waterways are an infinite system, and our marine highways
have infinite capacity. Unlike rail and roads, there are no fixed
infrastructure costs to develop transportation routes, and ships can
carry more cargo per dollar than any other method of transport. The
full scope of America's Marine Highway - a system that includes not
only our coastal waters, but our inland waterway system and the Great
Lakes, is enormous - and, if properly utilized and integrated, can
help us expand our way out of the crises before us."
